چکیده
خاورمیانه و شمال آفریقا در کمربند گرم و خشک کره زمین واقع شده است و با وجود زندگی حدود 7 درصد جمعیت جهان کمتر از یک ونیم درصد آبهای شیرین کرهی زمین را در اختیار دارد. این منطقه با دو بحران تحت عنوان: 1. دولت اسلامی عراق و شام (داعش) و 2. دیگری بحران آب روبرو است. عنصرآب همیشه عاملی مهم، استراتژیک وتاثیرگذار در معادلات سیاسی منطقهی خاورمیانه بوده و در این راستا سازمان ملل از بحران آب در خاورمیانه به عنوان«داعش خاموش» یاد کرده است. هدف این پژوهش بررسی اهداف، روشها و پیامدهای استفاده ابزاری داعش از آب در عراق و سوریه بوده است. پرسش محوری که دراین مقاله مطرح میشود :: عنصرآب چه نقشی در تاسیس، تثبیت وتحکیم داعش داشته است؟ درپاسخ به این پرسش و به عنوان فرضیه پژوهش باید عنوان نمود: به نظرمیرسد داعش از آب به عنوان ابزاری جهت توسعهطلبی ارضی، اخّاذی، باجگیری، کسب درآمد استفاده کرده است. یافتههای نوشتار حاکی ازآن است که آب ابزار وسلاحی در دست داعش برای برآورده ساختن اهداف استراتژیک خود که همان بقاء، تثبیت و تحکیم دولت خود میباشد، بوده وبا استفاده متعارف و غیرمتعارف ازآب بهمفهومی بنام «هیدرو تروریسم» عینیّت بخشیده است روش مورد استفاده در این مقاله توصیفی- تحلیلی بوده و از ابزار کتابخانهای، اسنادی و منابع اینترنتی برای گردآوری دادهها استفاده شده است.
